The IMF IEO 2023 evaluation of the Fund’s emergency response to the COVID-19 pandemic, including background paper BP/23-01/07 on Sub-Saharan Africa and BP/23-01/02 on provision of Fund financing. The Fund disbursed approximately $26 billion to 45 SSA countries during 2020–2021 — a six-fold increase over the 2018–19 baseline — under RFI and RCF mechanisms without standard conditionality. The IEO found that governance safeguards “could have been strengthened sooner” and that monitoring frameworks did not adequately detect diversion risks in high-risk environments. The August 2021 SDR allocation added a further $33 billion to the region.
