Data

All datasets on this page are derived from publicly available sources — IEG project ratings, World Bank DPAD prior actions, CPIA country assessments, PEFA evaluations — assembled, cleaned, and sector-coded for analytical use. The processing methodology is documented in each dataset. Where Zenodo DOIs are available, datasets are permanently archived and citable.

IEG  ·  World Bank  ·  March 2026

IEG Master Database: DPF Operations with Outcome Ratings, Commitment Volumes, and Lessons Text

1,551 evaluated DPF operations  ·  FY1990–FY2024  ·  $342.9bn committed  ·  GP-coded  ·  Region-coded

The complete IEG-evaluated Development Policy Financing portfolio. Includes outcome ratings (HS through HU), quality at entry, quality of supervision, M&E ratings, commitment bands, GP classification, regional classification, FCS flag, and lessons text extracts. Used as the primary data source for the DPO isomorphic mimicry paper and the MDB Results 2026 series.

World Bank DPAD  ·  March 2026

DPAD Prior Actions Database: 11,628 Prior Actions by Sector Code, GP, Region, and FCS Status

11,628 prior actions  ·  FY2004–FY2024  ·  Sector-coded  ·  GP-mapped  ·  FCS flag

The World Bank’s DPAD Prior Actions database assembled and sector-coded for analysis. BC code (Macro/Fiscal) identified as 34.1% of all prior actions — rising to 43.2% in FCS countries. Used to document the MTI dominance of DPF conditionality and the form-function gap in the isomorphic mimicry paper. Includes GP mapping, sector category aggregations, and FCS country filter.

PEFA  ·  Sub-Saharan Africa  ·  March 2026

PEFA Sub-Saharan Africa: 46 Assessments, 32 Countries, 2016–2025 — Scored and Disaggregated

46 assessments  ·  32 countries  ·  2016–2025  ·  31 indicators  ·  7 pillars  ·  A–D converted to 1–4 scale

PEFA assessment scores for Sub-Saharan Africa assembled, standardised to the 2016 framework, and converted to a numerical 1–4 scale for comparative analysis. Disaggregated by pillar, indicator, and country group. Schick’s seven core indicators identified and scored separately. Used in the PEFA SSA analysis paper and the AFRITAC review.

World Bank CPIA  ·  Sub-Saharan Africa  ·  March 2026

CPIA Sub-Saharan Africa: 39 IDA-Eligible Countries, 2006–2024, All 16 Criteria

39 countries  ·  2006–2024  ·  16 criteria  ·  4 clusters  ·  AFE/AFW disaggregation

CPIA scores assembled for the 39 IDA-eligible Sub-Saharan African countries across all 16 criteria, 2006–2024. The flat 3.1 overall average, the Cluster D governance stagnation, and the deterioration in Cluster A (Fiscal/Debt) are documented in full. Used to test the MTI-CPIA alignment claim in the isomorphic mimicry paper.

MDB Evaluation Architecture Comparison: IED, OVE, IEG, IDEV, IEO — Coverage, Independence, and Rating Gap Data

5 institutions  ·  6 dimensions  ·  Management-evaluator gap data  ·  PCR coverage rates

Comparative data on evaluation architecture across the five MDBs reviewed in the MDB Results 2026 series. PCR validation coverage, independence of reporting line, rating gap (management vs. independent evaluator), publication of divergence data, and private sector evaluation. Source for the evaluation ranking used throughout the series.

Methodology and Transparency: All datasets on this page are derived from publicly available sources. Processing steps — sector coding, GP mapping, numerical conversion of letter scales, FCS flagging — are documented in each file and in the methodology notes attached to each paper. Where the author’s own analytical judgements are involved (such as the adjusted plausible range for AfDB performance), these are clearly labelled as estimates with documented assumptions. Replication files are available on request via parminder@mdbreform.com.

Data sources: World Bank Open Data, IEG Project Portal, DPAD Database, PEFA Secretariat, World Bank CPIA Africa Reports, IMF WEO and Article IV consultation archives, AfDB IDEV evaluation registry, ADB IED Annual Evaluation Reviews, IDB OVE Development Effectiveness Overview.
